Shelley C. White, Jr.

Shelley Curtis White, Jr. was born in San Diego, CA. Before moving to Annapolis, MD, in June of 1990, he was a Head Start Administrator and Co-owner of P&W Enterprises, Inc. (Management Company). He was a duly sworn police officer for the Annapolis City Police Department from 1993-2013. As a Detective, Shelley was assigned to the Criminal Investigations Division, where he was responsible for investigating "Crimes against Persons and Properties." Detective White was also the Director of Operations and Investigations for the Housing Authority of the City of Annapolis Safe Communities Program for 11 years.

Detective White was also an Investigator for the Housing Authority of the City of Annapolis (HACA) Safe Communities Program for 11 years (1998-2009). During his time as an Investigator of HACA, the program received The "Best Practices Award" from HUD numerous times. Additionally, he provided technical assistance to various private corporations, private and public housing developments, and resident groups, including Alpha Property Management, Inc.; Kunta Kinte Celebrations, Inc.; McDonald's of Annapolis, Inc.; Annapolis Community Partnership, and the Annapolis Planning Action Committee. His efforts helped foster a cooperative relationship between the residents and law enforcement, which helped to improve the enforcement of narcotics violations and quality of life. In addition, his role in Public Housing significantly impacted the successful closure of numerous high-profile criminal and narcotic investigations.

Detective White kept himself in the know by sponsoring several youth programs, such as, the Partnership in Excellence Tutoring Program, Fundamental First Basketball, and Watson's Jaguars Traveling Basketball Team. All programs involved tutoring and mentoring disadvantaged and at-risk youths. Detective White received his undergraduate degree in Public Administration from San Diego State University and completed both the Police and Correctional Officers Academy and the Criminal Investigations School. He was appointed by the Speaker of the House of the State of Maryland to serve on the Board of Directors for the Anne Arundel County Community Action Agency.

Detective White was Vice President of the Fraternal Order of Police and Vice Chief Shop Steward of the Police Union, Local 400. He received numerous awards, including:

  • Police Officer of the Year for the State of Maryland for Outstanding Community Service efforts

  • Dr. Martin Luther King, Jr. Drum Major Award

  • The State of Maryland Governor's Citation

  • The Governor's Crime Prevention Award for Law Enforcement Officers

  • Proclamation by the Mayor of Annapolis "Shelley Curtis White, Jr." Appreciation Day

  • Maryland Jaycees Outstanding Young Marylander

  • Maryland Jaycees Outstanding Young Annapolitan

  • The Maryland Law Enforcement Officer, Inc. Certificate of Merit

Detective Shelley C. White, Jr. transitioned to his heavenly home on May 22, 2015. He served in numerous capacities throughout his lifetime. Though quantifying his efforts are impossible, we know that every partnership he has established aided and fostered cooperative relationships between the community residents, law enforcement, education, youth development, sports and recreation, and the expansion and development of Anne Arundel County. He's gone but will never be forgotten.
